A Research On Technology Policy Supporting Circular Economic Development Of Chemial Industry

Circular Economy is the economic mode of realizing Sustainable development and taking a new road to industrialization. Economic development needs the support of technology.And the Circular Economic development needs the support of circular technology.Owing to the character of Circular Economy,Corporations don't like to support circular technology's R&D.That means the government is the leading function in circular technology's R&D.This paper limits it's study within chemical industry. Firstly,this paper introduces the fact and the trend of chemical industry,which mean developing Circular Economy in chemical industry.Secondly, this paper analyses that developing Circular Economy is a tool to better industrial structure,taking the new road of industrialization. Thirdly,this paper defines Circular Technology,which is technological support to Circular Economy; analyzes Circular Technology economic character,causing shortage of it's R&D.Using new public policy theory,this paper draws the conclusion that Circular Technology policy's essense is giving more benefit to somebody who undertake it's R&D,and Circular Technology policy doesn't reduce the efficiency.Lastly,this paper presents some policies and analyzes them according to Game theory.
