Research On Industrial Policy Of Circular Economy Development In Binzhou Salt Chemical Industry

Through referring to the circular economy development and the industrial policy research of salt chemical industry development in Binzhou,the author look forward to some reasonable suggestions and opinion.Binzhou gathered large quantities of salt chemical enterpriseswhich led to unprecedented environmental pressure on Binzhou government.The government strengthened the awareness of ecological environmental protection and recyclingeconomy idea.According to the principles of reducing use of resources,,reusing resources and waste resource recovery,,the government constructed circular economy development model of salt chemical industry,leading and urging enterprises to implement cleaner production and accelerating the transitions of traditional salt chemical to the models of low emissions,recycling and elaboration.Based on field investigation and literature,this paper studies the current situation of circular economy in Binzhou salt chemical industry:(1)Low level of industrial planning,being currently in its infancy;(2)Lacking of systematic strategic arrangement;(3)The implementation of the main dislocation,the government functions are unsound;(4)Development platform is not complete;(5)The constructions between productivity growth,market demand,sustainable development and resource and environmental constraintsand improving efficiency and cost increaseing were increasingly prominent;(6)The work agencies were not stable,acking of professionals;(7)Lacking of ideological understanding and the work atmosphere.By studying current industrial policies,analyzing the effects of policies on the development of circular economy of salt chemical industry,it is found that the current industrial policy having the following problems:(1)Lack of effective capacity control policies;(2)Energy policy is not scientific and reasonable,and the environmental pollution is becoming more and more serious;(3)Incentives and investment and financing mechanism are unsound;(4)Lack of technical support;(5)The government regulation is not solid,not forming a forced mechanism of circular economy;(6)Policyrevision is not timely,cannot being synchronized with the development of the industry.Finally,,combining with the problems existing in the development of circular economy of salt chemical industry in Binzhou and the problems existing in industrial policies,some reasonable suggestions and opinions are putting forward.It is hoped that the development of circular economy in Binzhou salt chemical industry will be some reference value.
