Technological Innovation-Oriented Performance Measurement Systems

In an increasingly competitive market, technological innovation capability of enterprises to the survival and development plays a critical role. Chinese enterprises' technological innovation capability is generally not very high. This paper analyses the existing problems of Chinese technological innovation. To guide enterprises to pay more attention to technical innovation, to stimulate enterprise staff enthusiasm for innovation, and to achieve greater technological innovation capability, the paper puts forward to establish and implement of technological innovation-oriented performance measurement system from the internal management perspective.In this paper, the technological innovation capability is set as an alone perspective, and build a technological innovation-oriented performance measurement system from financial, customer, technological innovation capability, internal business process, learning and growth perspectives, based on the Balance Scorecard. Then the paper illustrates the interrelation between these five perspectives. And build the technological innovation capability perspective from three aspects: support, process and output.Besides, the paper introduces the theory of evidence to assess qualitative indicators, and use this theory to solve the uncertainty and confused nature of the evaluation process.
