| Informatization is a current developing trend of the manufacturing industry worldwide. It is also a critical opportunity for Chinese manufacturing industry to achieve outstanding development. So far, none of the Chinese manufacturing enterprises has been listed in the world top 500 enterprises. China has already become a big country in terms of manufacturing industry, but we should see that our country is not advanced enough in manufacturing. Changchun City is a base of old industry in which manufacturing industry is relatively developed and so many state-owned large and medium sized enterprises exist. The manufacturing industry in Changchun is confronting great challenge and impact. Thus improving and advancing the manufacturing industry by means of informatization become a difficult and urgent strategic task that the manufacturing enterprises all over the city face. It seems rather important to solve the existing problems and difficulties during the informatization process of manufacturing enterprises, in order to reform traditional industries.Mentioning the informatization in manufacturing industry, briefly speaking, it refers to explore advanced concept concerning management, apply advanced computer network technique to integrate current production, operation, design, manufacture and management, timely provide exact and effective data for the three-level decision-making system of the enterprises, so as to promptly respond to the demands and enhance central competitiveness of the enterprises. To be specific, informatization in manufacturing industry can be summarized as numeralization on design, manufacturing equipments, manufacturing process, management and business. Economic globalization and informatization will make the competitive environment, developing mode, operating efficiency and engaging scope of the manufacturing industry dramatically changed. Such changes will lead to severe challenge to the development of manufacturing industry in our country. There has been a certain gap comparing with developed countries in terms of the period of product development, contribution rate of new products, and so on. It is explicitly stated in the report of the 16th National People's Congress that our economic development should follow the new-pattern industrial way which is to drive industrialization with informatization while to facilitate informatization with industrialization. This is a crucial strategic decision made by the Central Party on the basis of concluding historical experiences of industrialization in our country and carefully viewing the developing trend of information revolution all over the world. Informatization in industrial industry is an inevitable choice to follow the new-pattern industrial way. Simultaneously, to develop informatization in industrial industry is a requirement for adapting with the development and changes of industrialization. It is necessary for economic globalization and informatization, as well as boosting international competitiveness of our manufacturing industry. It also helps to drive industrialization with informatization and promote adjustment and optimization of structure of the traditional manufacturing industry. To achieve informatization in manufacturing industry will promote management reform of manufacturing enterprises, boost improvement of management process for manufacturing enterprises, accelerate development of traditional manufacturing enterprises, facilitate internationalization of research & development activities of manufacturing enterprises, and increase efficiency of manufacturing enterprises'decision-making process.FAW Group and Changchun Railway Vehicles Co., Ltd. are the most representative manufacturing enterprises. FAW Group has paid great attention to the informatization establishment. From the 6th five-year plan to the 10th five-year plan, the group has input over a billion Yuan to build informatization, fully realizing integration of local area network, city area network and wide area network, as well as intra-communication among each department and inter-communication among each attached company. Numeralization on product design has been completed realized: CAD technique, CAE technique,CAM technique and PDM system has been widely put into use. Numeralization on management has been partially realized, such as Numeralization of financial management, human resource management, marketing management, and purchasing management, as well as ERP business resource management. Numeralization on equipments has been realized in terms of the chief production procedures, for example, automatization has been realized on three assemblies including the engine, bridge and gear-box which are considered as the chief procedures. During the process of informatization establishment, FAW Group has generally recognized that whether the informatization establishment is successful or not mostly depends on the general manager of each unit. Uniform selection, uniform development, uniform purchase and uniform support and services are adopted in terms of IT management. Moreover, extension of scale, numeralization of management, and internationalization of operation as well as to achieve numeralized FAW has been regarded as their objectives. Changchun Railway Vehicles Co., Ltd. has actually started informatization since the local area network was established in 1988, based on the principles like uniform plan, benefit priority, overall consideration, emphasis focused and general implementation. Since then, the mains jobs that Changchun Railway Vehicles Co., Ltd. engaged in were to develop and spread CAD technique; to achieve integration of personnel salary system; to establish network system and hardware equipments for the whole factory; to develop office automatic system; and to execute business resource plan. Informatization establishment has brought obvious benefit to Changchun Railway Vehicles Co., Ltd. A lot of human resource, physical resource and financial resources have been saved in terms of CAD application, decision-making of human resource management system and management of office automatic system, so as to gain obvious economic benefit. During the process of informatization establishment, Changchun Railway Vehicles Co., Ltd. has recognized that: for a large or medium sized enterprise, the business informatization should has a general plan; advanced equipments can not mean everything, and actual application to bring benefit is the key point; expansibility should be considered as an important principle to select software & hardware while building each computer system, that is, to insist on the principle of expansibility; in addition, long-term informatization establishment should be regarded as a strategic task for enterprises.The general aim of the 10th five-year manufacturing informatization program of Changchun City is: to fully implement applied model project of manufacturing informatization; to bring up 130 model enterprises in chief industries such as the automobile industry; to spread and apply information technologies like 4CP and ERP, etc; to achieve numeralization on design and manufacture, intellectualization on control of manufacturing process, and inforamtization on business management. Some effects has been made concerning the implementing process: the informatization level of enterprises that make automobile components has been rapidly boosted, so as to promote rapid development of supporting industries; the competitiveness of model enterprises has been obviously enhanced so that the economic benefit is greatly increased; the establishment of agency service system has been generally improved so that the serving function is primarily reflected; a lot of software products with intellectual property and digital equipments has been developed, and so on.Conservative philosophy and present business system has hindered the development of inforamtization establishment to some extent. At present, there are also some problems during the development of informatization of the manufacturing industry in Changchun. For example, the managers are lack of awareness about driving industry with informatization, which makes the informatization reform of traditional manufacturing industry more difficult; medium and small sized manufacturing enterprises influence the degree of informatization; there are lack of abilities in professional consultation service; the whole social informatization level is eager to be increased; suitable influence of present technical resources and advantages is difficult to be reflected in informatization of the manufacturing industry; there are lack of complex information technicians. Such are the major problems which actually exist and need to be solved during the process of informatization establishment.The general consideration on developing informatization of the manufacturing enterprises in Changchun includes the following points: first is to establish business information supporting service system, which is consists of three sub-systems including policy supporting service system, information agency service system and financial supporting service system, based on the function requirement during the process of implementing informatization. Second is to make an entire solution to the enterprise informatization. Enterprise informatization is a complicated process. An entire solution to the enterprise informatization adopts a systematic method to conduct plan, organization, control and management through tasks of different layers. Third is to guide the development of informatization of the manufacturing industry with scientific developing view. Fourth is to promote technical renovation of manufacturing enterprises, which is a fundamental way to strengthen our manufacturing industry in the condition of informatization. Both government and enterprises should play according roles on that.The basic strategies on the development of informatization of manufacturing enterprises in Changchun City include the following points: first is to makes use of leading position of enterprises to make the enterprises become major investors, executors, and beneficiaries of the informatization program. We should continuously follow the principle to admit the leading position of enterprises, so as to promote further development of the informatization program of manufacturing industry. Second is to strengthen establishment of agency service system. Agency service system is an important part of the informatization program of manufacturing industry. On one hand, agencies need to hold opportunities to actively seek for their own development; on the other hand, they should drive the research and development of information technologies through demands, which is good to bring up technical service industry for informatization of manufacturing industry. Third is to continuously follow the direction of government. The main take of government is to create environment, make a whole plan, make policies, establish standards, integrate resources, bring up agencies, organize research and development of key techniques, spread and apply them, as well as trial them, so as to provide necessary soil, temperature, and water for the informatization program of manufacturing industry. The fourth is to focus on breakthrough of key techniques. The emphasis of informatization of manufacturing industry is the breakthrough of key techniques. And tackling the key techniques is to break through a number of key technologies, develop a number of software and hardware products with their own intellectual property, and promote development of high-tech industries in our city, directed by the objectives of realization of five items. Fifth is to develop establishment of training system, enhance education of talented people in terms of informatization, and boost informatization of the manufacturing industry. Talents are fundamental, and it is also the key to achieve informatization. Thus, our city should continue the establishment of supporting training system, to bring up a lot of complex talents who are expert in not only information technologies but also management skills. |
