The Study On The Function Of Chinese Public Enterprises

For a long time, the reform of Chinese public enterprises has been focused on raising efficiency, and hasn't taken different way according the types of public enterprises. Which causes some erroneous opinions, moreover produces some wrong practices on the path of reform. Even bad, some people require abolishing the public enterprises partly. This thesis tries to let people acknowledge Chinese public enterprises' necessity through researching the Chinese public enterprises' function. So that people can understand Chinese public enterprises' necessity and inevitability, make clear the direction of Chinese public enterprises' reform, to promote and deepen Chinese public enterprises' reform on the basis of different function of Chinese public enterprises' different types.This thesis discusses the necessity of Chinese public enterprises' exist and its function according to three aspects: First, Marx's firm theory explains the reasons of emergence and existence of different enterprises, the root causes of the evolution of enterprises and the necessity of people-owned enterprises from the function orientation perspective, and illustrates the functions of different types of enterprises. Second, the history of different public enterprises is the history of the changes of public enterprises' function. We can find the reasons of public enterprises' exist and development with different type and different period from the function. Third, there has been a debate about the relationship between state-owned enterprises, market and government in the area of political science and economics. All of them admit the role of government and state-owned enterprises in some extent, though having very different opinions on the relationship among government, state-owned enterprises and market. This is not only the results of theoretical research, but also proved by the practice. Therefore, the public enterprises play an important role in modern society and are irreplaceably.China is a developing socialism country and is on its primary stage. And it needs to develop socialist market economy greatly. So this situation decides that there are two types of public enterprises in China: people-owned enterprises and state-owned enterprises. Socialist requires developing people-owned enterprises, market economy and social development requires developing state-owned enterprises. Two types of public enterprises are different in nature and functions. Chinese public enterprises' reform should be scientifically advanced under the premise of clearing these two types of public enterprises, and on the basis of clearing the different functions of them. We should rethink Chinese public enterprises' reform according to the functional view. Through this way, we can clear the right direction and choose the right path in Chinese public enterprises' reform, and make the positive achievements.
