The Non-Public Economic Developing Environment Research Of JiLin Province

Non-public economy is an economic form runned by the market rules。It has bright characters:first,clear property right;independent managerial authority;second, flexible managerial mechanism,inter grated with market;third,effective prompting。With the development of market economy,there will be the grandness of non-public economy。The rapid developing non-public economy will bring out:first,the quick foundation of mechanism of socialistic market economy;second,the large growth of employment;the tremendous growth of local economy;fourth,the richness of the country。For the last few years , the non-public economy have developed rapid. Compared with few years ago, the economic have big developed in total numbers of company ,workers and the total size. Some one of them has play a big role in jilin province. But compared with developed province ,it has a big gap.The private economic in jilin province are developed later , smaller in size, having bad benefit ,the market and financing have restriction to non-public economy. Plus with the bad developing environment and short of excellence enterpriser are the main reason for the lag. So establish better environment will speed the developing of jilin province.This article is research on the environment of non-public economy .it is made up of three parts.The first part is made up of the first chapter ,the second chapter. This part is focused on the theory about the non-public economy and the developing environment ,then expatiate the status of the jilin non-public economy.The second part is made up of the third chapter and the forth chapter. This part is focused on the appraise of jilin province private developing environment, then compute the value of all index.The third part is made up of the fifths chapter and the sixth chapter. This part is focused on the analyse of jilin province environment and giving some advice on this.By the studies and analysis,four suggestions are brought here for the development of the non-public economy。The first suggestion is about the macro—guidance。The development of non-public economy should be guided to the development of national economy。The industrial association should be set up to guide the development of non-public economy。The second suggestion is about the improvment of outside economical environment。The right ideas of development should be confirmed。The reform of market economical mechanism should be carried out continually。The function of government should be changed in order to improve the government efficiency,to form the order of market economy and to perfect the law and policy。The third suggestion is about the support for the non-public economy。The criterion of market entry should be leveled down。The assistance in finance include:the perfection of financial organization serving for non-public economy,the establishment of credit policy and suited for non-public economy and approval procedures,and the four dation of financial policy of credit guaranty for the development of non-public economy。The fourth suggestion is about the technical innovation and progress。Private enterprises with technology should be encouraged to develop。The rights and interests of private enterprises should be ganranteed,with the reinforcement of administrative enforcement of law。 This article could be reference for government to make decision on non-public economy policy. And it also could give some new ideas to jilin province non-public economy owners.
