Land Contracting Right Of Management Shift Research

Nowadays, the problems of agriculture, rural and peasants have been a focus of the government and academic circle in China. Since the agricultural economy began to decline in the late 1980s, academicians have been exploring the persistence development of agriculture and the land system with family union production contract responsibility system as the main content has been paid much attention to. It is well known that the land contracting right of management system based on the family union production contract responsibility system had stimulated billions of peasants' enthusiasm on land and greatly increased the agricultural production. However, with the further development of Reformation and Opening-up and the speedy practice of agriculture industrialization, this land management mode of dividing land and contracting impedes the development of agriculture technology and the adjustment of agriculture construction, and becomes less and less suitable to the agriculture development. This thesis tries to find a way out for the questions of agriculture, rural and peasants by doing a research on the land contracting right of management shift of the land system.This thesis starts from the land contracting right of management shift policy. It analyses the background and evolution of the land contracting right of management shift and makes the conclusion that the land contracting right of management shift is the objective requirement of agriculture development. It provides the theoretical basis for the land contracting right of management shift. Besides, this thesis analyzes the present situation, the driving mechanism and the external conditions of the land contracting right of management shift. It makes the conclusion that agricultural technological development and agricultural comparative benefits are the external drive of the land contracting right of management shift; the smooth transference of labor force, the comparative advantages of the scale management, the clear and steady land possession right system, the healthy and complete social insurance system and perfect market system are the external conditions of the land contracting right of management shift. Furthermore, this thesis deeply analyzes the problems of the present land contracting right of management shift. They are as follows: the impedance of people's opinions, the deviation of their working modes, the inherent mechanism defaults and external environmental immatureness of the land contracting right of management shift, etc. Lastly, the thesis put forwards to the thoughts and solutions of developing the land contracting right of management shift aiming at its problems. It proposes its own opinions on the basic principles and the establishment of land contracting right of management shift, and the improvement of external environment. It is expected that they would have some referential influence on the development of the land contracting right of management shift in China.
