A Study Of The Government Behavior In The Resettlement Of Land-lost Farmers In Modern China

The system of socialist market economy has been set up gradually in our country .With the development of national economy, the process of urbanization and the industrialization, as well as the expansion of urban areas, more and more farm land has been in constant requisition for economic construction. The resettlement of land-lost farmers in recent years is not only an economic problem and a social problem, but also a political problem. If not dealt with properly, the problem may block the process of urbanization. Under the current land system and policies, the land-lost farmers lost their social security ability and do not posses a stable job. The future prospect of their life is worrying. In the process of land requisition, the economic compensation, labor placement, employment training, living arrangements, social security for the land-lost farmers and so on are all the government's responsibility. It influences directly China's economic development, social stability and the perfection of China's market economy system. It is of great importance how to optimize the government behavior in resettling the land-lost farmers properly, and achieve win-win between urban expansion and the interest protection of the farmers.Guided by the Party's scientific development concept, this paper applies the basic principles of Public Administration, Land Management and so on, adopts the method of the combination of normative analysis and demonstration analysis. Based on optimizing the contemporary Chinese government behavior and the rich materials to the practice, this paper makes a systematic and deep comment and study of the problems of government's behavior in resettling the land-lost farmers.This paper includes three parts except for the introduction. The first part explains the related concepts and theories of the resettlement of land-lost farmers and government behavior, and further expounds the relationship between the two. The second part points out the main problems of the government behavior during the resettlement of land-lost farmers while affirming the elementary accomplishments that the government has made and analyzes the problems objectively from land requisition compensation, land requisition procedure, way of resettlement and resettlement planning. And then analyze the causes from the five aspects of the problem, namely the concept of resettlement is laggard, the resettlement norms is imperfect, the role of the government in the resettlement is improper, the motive is not correct, the supervision is not in place. The third part is the pivot of this paper. With the relevant theories of government and the direction of government optimization, this paper attempts to find out the way that the government could choose in the resettlement of land-lost farmers and the resettlement policy of the government should be people-oriented, to adhere to the concept of scientific development. As for the measures, market mechanisms should be introduced, while the concepts of resettlement should be changed; the compensation standards should be improved and resettle the land-lost farmers reasonably; perfect the rules and regulations to protect the rights and interests of the farmers; correct the motivations of resettlement and transform the functions of government; strengthen the administrative supervision and perfect the performance evaluation mechanism; ensure the supply of system and establish the social security mechanism.The study of this paper tries to be superior to the realistic materials that it based on, and the writer has a spirit of exploration as well as a certain depth in theory. On one aspect, the writer tries to define land-lost farmers based on related theoretical study. On the other, the writer analyzes the problems of land-lost farmers' resettlement from the perspective of government behavior and the weaknesses of government behavior in resettling land-lost farmers, and puts forward measures for optimizing it from the resettlement conception to specific operation. So it broadens the way of resettlement and helps the land-lost farmers to rebuild the production force and improve their lives, all of which are innovative and of great values to practice.
