Research On The Problem Of Land Compensation And Resettlement Of Land-lost Farmers In Lingshui County Of Hainan Province

Land is a very valuable natural resource.In our country,land can solve the employment and livelihood problems of farmers and provide them with survival guarantees.Once farmers lose their land,they lose their jobs and a stable source of income.With the acceleration of industrialization and urbanization in China,more and more farmers have been requisitioned to the land,and the landless peasants have become a huge social group.Due to problems such as the imperfect land requisition system,the low standard of land requisition compensation,and the lack of supervision over land requisition,the rights and interests of farmers are often not guaranteed in the land requisition process,and the peasants 'own ability to re-employment is poor.Often fall into the difficult situation of "lost land is unemployment",long-term livelihood is not guaranteed,and it is easy to cause contradictions,affecting the harmony and stability of society.It is worth our attention to do a good job in compensation and resettlement of land-lost peasants,ensure the interests of land-lost peasants,so that they can obtain sustainable development space and solve long-term livelihood problems.This paper takes Lingshui County of Hainan Province as the research object.In recent years,with the continuous deepening of the development and construction of Hainan's international tourism islands,lingshui County,as the site of Hainan's international tourism island pilot test area,has accelerated the urbanization process,and the demand for land acquisition and the number of landless farmers has continued to rise.In the process of land requisition,how to scientifically do a good job in compensation and resettlement of landless peasants plays an important role in protecting the interests of farmers,realizing farmers 'income increase,and maintaining rural stability.It is also a problem that the Lingshui County government needs to focus on and solve.Based on the basic theories of economics and land science,this paper makes a survey of the landless peasants in Lingshui County,and analyzes the questionnaire data to understand the living conditions of the landless peasants and their compensation and resettlement.The government,the village collectives and the landless peasants analyzed the existing problems and reasons from three aspects,and based on the experience at home and abroad,combined with the actual situation in Lingshui County,the government itself needs to improve relevant systems and policies and guide the village collectives to improve various systems.Three aspects,such as improving the ability of village cadres and helping landless peasants to achieve sustainable livelihoods,put forward countermeasures and suggestions to improve the compensation and resettlement of landless peasants in Lingshui County.It will provide reference for the government and relevant departments to solve the problem of sustainable development of landless peasants and achieve stable economic and social development.
