Research On The Social Security Policy To The Land-Lost Farmers In China: The Perspective Of Service-Oriented Government

With the acceleration of urbanization,a large number of land-lost farmers surged.Farmers devote their land resources for the development of urbanization, while obtain relatively low compensation which cannot easily maintain their future life.The connotation of service-oriented government is transcendent traditional government management concept,and it's fundamental purpose is to improve the level of serving economic development and their people,the key is to promote the transformation of government functions. Under the background of service-oriented government, how to ensure the basic life of land-lost farmers and social security system of land-lost farmers, become a important issue to transform the government functions and build the harmonious social.This paper take service-oriented government as a perspective,use the sociology, statistics and economics methods to analysed the social security problems of land-lost farmers.In the first place,this paper reviewed relevant literature of social security to land-lost farmers in both home and aboard,analysed the concept and target of service-oriented government, and the relationship to social security.Then discussed the existing situation and problems of land-lost farmers social security,on this basis, analysed the cause of the low level of land-lost farmers social security. Finally, combined with the conception of service-oriented government proposed several countermeasures to built up the social security system of land-lost farmers.
