Research On The Provision Of Public Goods Andthe Issue Of The Cooperative Medical Treatmentin Rural China

The key point to construct a new socialist countryside is to resolve the problems facing agriculture, rural areas and farmers properly, which is related to the achievements of China's modernization and whether the target about well-off society and harmonious society can be realized smoothly.For the researches of China's rural public goods, this paper defines the basic concepts of new rural public goods under China's socialism, investigates the basic theory of rural public goods supply system, analyzes China's rural public goods supply situation and supply system by mirroring foreign experiences, which aims at system innovation, building and perfecting China's rural public goods supply system that can realize the fair and effective provision of the rural public goods, and promote equalization of public services, which provide the system insurance for the construction of new countryside and the harmonious society. At the same time, as a new system innovation, new-type rural cooperation medical care can enhance the effective supply of rural public goods, which satisfies lots of peasants. In the pilot area, the loan of peasant's medical care has been relieved partly, and the achievements of pilot area are significant. Though such satisfaction is limited to the quantity of new-type rural cooperation medical care but not the quality, the innovation on the rural public goods supply needs to be given a theoretical summery.This paper discusses deeply the following issues. First is that the total provision of the rural public goods is not enough, and the structure is unbalanced. Second are the absence, dislocation and unclear responsibilities of the rural public goods supply. Third are the poor management on the rural public goods supply and the lack of effective supervision. Fourth are the present situation of rural health insurance and the new-type rural cooperative medical system. The last part is the problems about the new-type rural cooperative medical system.This paper investigates the perfect route of China's rural public goods supply system from reconstructing the expression mechanism of the peasants'demands, from achieving the supply diversification of rural public goods, from breaking the dual economic structure and establishing the integrated urban and rural public goods supply system, and from establishing an effective rural public goods supply monitoring mechanism.This paper gives some policy suggestions to perfect the rural cooperative medical system from several points which include re-positioning government functions to return to public service, strengthening the management of the organization and performing service functions, perfecting multi-funding mechanism in which financial support is the main body, developing rural health service system and the functions of medical aid, strengthening the supervision of the health care market and increasing the quantity of the designated rural cooperative medical institutions.
