Looking insight current development of global economy, mid-and-small enterprises are playing very important roles in every country on earth, which take important partition in national economy, and bring powerful dynamo for economic growth and technology innovation, as well as provide more opportunities of new jobs. On the contrary, they are in much trouble such as market limitations, financing, intelligence introduction, technology sharing, and so on, due to their small size, high risks and low credit. Among of which, their financing problems are the most challenging difficult to all countries of the world.Building the credit guarantee institutions has been the general method of many countries in the world, to solve the difficulties of financing of mid-and-small enterprises (SME). The operation of the credit guarantee institution abroad has nearly one hundred years history, while in China it is just about more or less than ten years. The issue of the national directive system has only been five years. In recent years there has found more and more problems on operational mechanism and risk control in the credit guarantee institution built under national directive system.This thesis try to put forward the way to resolve the problem exiting in present SME credit guarantee system through the economic analysis of credit guarantee and the experience of international representative guarantee model and the condition of the difficulty of finance in SME. What is more there applies the method of graph and model, analysis of quality and quantity, comparative research and the game theory. On the basis of analyzing the conditions, problems, and reasons on the development of credit guarantee system in Heilongjiang province, the thesis conclude and provide with the way to develop SME credit guarantee system as a result.
