With development of our country, and deeply opening to the outside of the world, the domestic engineering project construction enterprises have to be faced with the foreign advanced management level and the impact of technology. Recently, these domestic enterprises have unceasingly developed rapidly, and their management level has been improved obviously. Then the methods of enterprise management have been innovated, and they have obtained noteworthy achievement. However, it is obviously that the management and technology of domestic railway construction project are poorer than those of the Western countries, including most of the railway construction enterprises' management level are low, and the project economic efficiency is not ideal for them.The total goal of railway engineering construction project is to make the project time to be shortest, the cost to be lowest and the quality to be most superior. These three management goals are not isolated to a project, but they are interdependent and contradiction. The quality requirement is higher, the cost may increase correspondingly, and the construction progress also may be slower. On the other way, the construction progress to be speed up, the direct cost of construction may increase, and the quality level would reduce to a certain degree. From the present situation of domestic and foreign railway construction projects management process, we know that our country's railway construction enterprises must consider how they arrange the project construction progress plan (time) scientifically, how they assign the fund to guarantee the project be high quality reasonably. The enterprises should grasp the information immediately, including the time, cost, quality and the environmental information. Then that can ensure all of the time, cost and quality to be improved scientifically, so the whole project can be completed on time. Therefore, it is important that how to make three project management goals—time, cost and quality be achieve dynamic optimization and coordinated management. This is the key research point and the essential target of this paper.In this paper, the author discussed the following issues: 1) The characteristics of railway construction projects management in our country have been proposed, and the summary on project management optimization research has been discussed. 2) This paper analyzed three factors of railway construction projects management, including project time, project cost and project quality. 3) The multi-objective decision making theory was introduced to us in this paper, including the basic theory of multi-objective decision making, the usual algorithms of multi-objective decision making problem, and the multi-attribute utility function and optimized algorithm. 4) At last, this paper put forward the railway construction project multi-objective dynamic optimization model, including the premise and supposition of the model, the analysis on time-cost-quality multi-attribute utility, and the establishment of multi-objective dynamic optimization model.After we established and applied the railway construction projects multi-objective dynamic optimization model, once we determine the basic network planning chart of railway construction projects, we can establish the time-cost-quality multi-attribute utility function. With the function and the model which proposed in this paper, we finally obtain the results of railway construction projects multi-objective dynamic optimization.
