The Research On Strategic Production Decision-making Based On Environmental Protection Competition

At present, how to orderly develop the economy, protect the ecological environment and save the resources energy, which has become a vital and urgent strategic problem that the various countries faces. In the international trade, the green trade barrier gradually became the actual measure in the western developed countries at the beginning of 1990s. Meanwhile, with the requirements of hardly advocating to develop cycle economy and proposing walking towards the new industrialize road, enhancing the validity of production system, establishing the production system with sustainability, green and environmental protection, which is being the key subject that adjust the currently urgent, as well as the theory boundary and practical boundary both faced.Therefore, this article takes the strategic production decision-making research based on the environmental protection competition as the selected topic, and on the basis of existed theory knowledge, I have consulted and analyzed the domestic and foreign related research development present situation, meanwhile, combined with some quality and ration methods such as the enterprise's value matrix, the product craft matrix, AHP- fuzzy quality synthetic evaluation and so on. This article has studied emphatically two core question of the strategic production decision-making based on the environmental protection competition. That's to say, product planning decision-making based on the environmental protection competition and production system structure decision-making based on environmental protection competition. Firstly, product plan decision-making based on environmental protection competition, which includes the quality analysis, function and attribute characteristic of the product based on environmental protection competition, competitive power analysis and the cost, price and profit analysis, as well as green chromaticity disposition. It emphasized the product plan with environmental protection competitive advantage orientation; Secondly, production structure decision-making based on the environmental protection competition, which includes the connotation of the production system, the function goals decision-making of the production system, the structure decision-making of the production system and the acquired profit through the environmental protection advantage; Thirdly, the fuzzy synthetic evaluation on the production system based on environmental protection competition, as well as the calculation example analysis, which provides the science detailed appraisal target and the judgment factor for the enterprise and proceeds further evaluation and ration analysis on the system, aims to choose the best constitution scheme. Finally, this article took China National Petroleum Corporation for example to proceed the example analysis on the structural decision-making of production system based on environmental protection competition and made conclusion, as well as some relevant suggestions.This article emphasized that we should combine the market explorative of the enterprise with the environment coordination in the process of the strategic production decision-making, and made the product and production system of the enterprises acquire the difference superiority with green environmental protection, which is different from the research work of clean production and green manufacturing and can also break the "the green barrier" that most enterprises possibly face. Besides that, this article analyzed and made decision on the constitution of the production system from the environmental protection competitive advantage, which is benefit to the circulation economy and the sustainable development.
