Building decision-making system is one of the fundamental links of the state-ownedenterprises reform in China. How to scientifically understand and design decision-makingsystemofenterprisesinvolvesafrontierareaofresearchpropositions.AsChina'sstrategicoilandgasresources,theconstructionoftheirexploitingenterprises'decision-making system is particularly important. At first, this paper systematically analyzesand summarizes the general theory on the decision-making system, then deeply analyzes thehistory of changes in decision-making process and the status of the exploiting enterprise, theSecond Oil Production Plant of Changqing Oilfield (called SOPP for short), then, points outthe significant problems in SOPP caused by the deficiencies of the decision-making system.Based onthese,this acticlediscusses the designprinciples ofthe decision-makingsystem andproposes the basic ideas and framework of the innovation of the decision-making system inSOPP: establish the optimized oil-reserve management in the decision-making system,establish the production information management and cost control in the decision-makingsystem, establish a scientific incentive and restraint mechanisms in the decision-makingsystem, combine centralizedanddemocraticconsultationinthedecision-makingsystem , andmonitorthedecision-makingsystem.
