Current Status And Development Strategy Of Agricultural High And New Industry In Jiangsu Province

AHI plays a key role in Chinese agriculture. In this paper, we studied on AHI inJiangsu as an example. Based on researching data, spot interviewing, experts' investigating,we deeply discussed the current status, development potential, disadvantage factors anddevelopment strategy of AHI in Jiangsu by combining natural science and social science,qualitative analysis and quantitative analysis, dynamic analysis and static analysis. Themain results were as follows:1 The evaluation method of development of AHI had been built primarily. AHI was thedominant trend of agricultural development in the furore. The evaluation parameter systemof development of AHI was studied. The conclusion was that the levels of development ofAHI of different areas could be estimated synthetically in the achievements and productionsof AHI, societal policy circumstance, the carrier of AHI and so on. Therefore three modes,nine sub-modes, twenty-seven detailed parameters and priorities were brought forward.2. The situation of AHI in Jiangsu was analyzed impersonally: There were many hightechnological productions including biotechnology, information technology, establishmenttechnology, safe production and guarantee technology of food, environmental protectiontechnology, processing and storage technology of agricultural product, such could establisha stability base on more development of AHI in Jiangsu. The government of Jiangsuprovince had provided a good platform for AHI development, establishing a nationalagriculture demonstration garden area and a group of provincial agriculture demonstrationgarden areas. There was a broad foreground in AHI such as transgenic crops breeding,vaccine for animal, biopesticide and so on.3 The advantages of AHI development were analyzed impersonally: big requirementof AHI, abundant economy base and particular area of Jiangsu province, powerful potenceof scientific research, great potential of scientific research innovation and better polices.Rapid development of AHI was restricted by several factors: absence of design of AHIdevelopment, scarcity of input to agricultural technology, slow advance of innovativecapabilities of agricultural technology, scarcity of innovative capabilities of AHI corporation.4. The strategies of AHI development in Jiangsu Province were put forward: First of all,we must know what should the government do and what should not do. To accelerate thedevelopment of AHI and its industrialization in Jiangsu Province, the total programmingand project of AHI and its industrialization must be set up firstly. Inthe second place, allthe AHI innovation must be under the unified arrangement and management. We shouldenhance the construction of agricultural technique innovation plat, the extension ofagricultural science and the building of agricultural scientific research base to establish theAHI "Silicon Valley" in Jiangsu. Furthermore, policies and laws adjusting to thedevelopment of AHI in Jiangsu and flexible measures and encouraged system which couldpromote the development of AHI .should be made up. We must increase the input ofresearch and industrialization of AHI and enhance the leading by government to establishand perfect the investment and finance system of AHI.
