After state-owned foreign trade enterprises finished system reform, some of them encounter difficulties in operation. Nowadays, multinational management becomes a trend in the world. Thus, a new choice arises. It means that state-owned foreign trade enterprises make full use of their advantages to deal with multinational management by establishing a new development strategy of international business.This paper expatiates the theory of multinational management and methods as reference. Through the analysis of the internal and external environment, it finds out the trend of the environment development. Depending on SWOT tools, a new strategy is decided. That is to improve the internal weakness and keep the existent business stable. Meanwhile, to grasp the market opportunities actively and develop overseas direct investment is required. Based on this strategy, the new development strategy of international business designs the following operation modes: agency, domestic distribution, participation in filiale's sales and integration of bidding and investment for the purpose of recomposing and innovating the existent business and develop the new field. Finally, to realize the new strategy, a new plan regarding support system is brought forward by reconstruction and adjustment. It includes the new organization, financing channel and human resources. The new strategy helps realize the aim of overcoming and reducing the difficulties and risks in operation as well as quick development in new field.This paper integrates SG Company's situation and the practice in multinational management. Therefore, the new strategy is applicable and feasible.
