Research On The Evaluation Of Implementation Of Overall Land Use Planning

The overall land use planning is not only a basic means for realizing the macro adjustments and controls of land resource distribution, but important measure for guaranteeing the safe of land resource. The evaluation of implementation of overall land use planning is the summary of last planning implement, and also is the foundation of amending and adjusting planning. Making the evaluation of implementation of overall land use planning is favorable to control entirely the situation of planning implement, to assess the quality of planning, to determine the opportunity of adjusting planning, to reform planning measures, to maintain the authoritativeness of planning, and to improve the level of planning. At present the research on implementation evaluation of land use planning is a field receiving little attention in our country, and researches just concentrate on theory too, consequently, our country need badly launch to evaluation research focus on implementation of overall land use planning.This paper aims at searching the idea, index system and method of the evaluation through learning the theories, methods and policies about land use planning. On the other hand, the study can suggest constructively how to modify the overall land use planning and strengthen planning management.The paper first illustrates the nature of land use planning and its implementation, then study the following questions: 1) how to create the element group and the weight of evaluation of implementation; 2) how to measure the impact element system;3) how to define the subject function;4)how to define the finally evaluation result etc.The main conclusions draw from this paper are as follows:1)The comprehensive evaluation result of the implementation of planning index is "excellent", the lowest of degree of satisfaction which got by the supplementation of agricultural acreage is only 0.09, the evaluation result of new construction land acreage is "good", other indicators' evaluation results are "excellent".2) The comprehensive evaluation result of the adjustment of spatial arrangement is "good", the lowest of degree of satisfaction which got by the regulation frequency of planning is 0.23.3) The comprehensive evaluation result of the validity of planning's implementation is "good", the lowest of degree of satisfaction is only 0.13, which got by the proportion of planning fund that invested in land development and regulation to that actually invested, the reason is that the fund has not arrived, causing that the quantity of supplementation of agricultural acreage by land developing and regulating is much lower than the planning aim.4)The comprehensive evaluation result of the benefit of planning implementation is "excellent", in which the result of the economic benefit, ecological benefit, social benefit are "good" , "excellent", "excellent". This shows that the benefit of previous turn of planning is good, the implementation of planning powerfully promoted the economy, ecology and society's development of Leshan City.5)The comprehensive evaluation result of planning's social influence is "good"; the evaluation results of public awareness and public participation are both "center", and the evaluation result of public satisfactory degree about implementation and management of planning is "good".Through the calculation of the single layer fuzzy comprehensive evaluation result of the 5 first-degree factors, the author finally come to the conclusion that the fuzzy comprehensive evaluation result of the whole situation of the implementation of Leshan overall land use planning is good, which indicates that the planning makes a big contribution to the development of society and economy as well as the improvement of environment since it implemented 8 yeas ago, it has achieved expected targets to any great degree, but there also have deficiency in some aspects, which need to repair in the new turn of planning.In addition, several advices about revising new planning are suggested, based on above conclusions and domestic and international relevant achievements. In the ending of this paper, a summary has been given together with the analysis and outlook on some weak points and measures of implementation evaluation of overall land use planning.
