Study On The Implementation Evaluation Of General Land Use Planning Based On PSR Model

As China is now in the accelerating process of industrialization and urbanization, the problems between resources, environment and development have become outstanding and prominent. Land use planning, as a significant macro-regulation means, has played an important role in harmonizing the relationship between the mankind and land resource. Land use planning evaluation is a major research topic of the general land use planning, the purpose of it is to evaluate the implementation of general land use planning by setting up the evaluation index system,model and support system, and then offer scientific theories to adjusting and revising of the planning and intensified management of planning implementation Therefore strength the study of general land use planning implementation evaluation has an important significance value to improve the scientific and operational of planning. It also significant to improve and develop the theory and methods of land use planning.The paper, guided by the theories of the coordination of human-land relations, making deep analysis on conception, content and system construction of the general land use planning, general land use planning implementation evaluation and PSR framework model. Based on the system analysis of general land use planning implementation evaluation, we first applied the PSR framework model in the evaluation of implementation of general land use planning which widely used in evaluation of land sustainable use and Land Quality Evaluation and environmental impact evaluation of the planning. Making the quantitative methods of index and membership functions specific by using the Delphi, AHP and other mathematical methods for data analysis and determine the indicators weights comprehensively.This text take Tongdao Dong Autonomous County in Hunan Province as an example, combined economy and environment statistical data of Tongdao from 1996 to 2004, used the index system based on PSR model to evaluate the implementation and on the basis of analysis the implementation situation of general land use planning, analyzed the quantity of the implementation index, made a scientific and objective analysis to the implementation effect of former general land use planning. It showed that the index system based on PSR model of general land use planning is scientific and feasible. The results of the evaluation are reasonable and realistic. So it is a scientific and effective method for the general land use planning implementation evaluation. It also provides a scientific basis for land use planning revising in future.
