With quantitive study method, mathematical method to build index system, the results of evaluation has scientificalness, practicability and operability. The results can effective directive evaluation of the land use planning implementation, holds up scientific suggestion for land sustainable use, also can enrich and improve assess method and index system, develop and improve land use planning theory system .Based on the summarise the earlier evaluation results of land use planning implementation, analyze such research needing improvement aspects. In terms of land use survey datas and society -economic statistics, the paper confirms assess model with weighted summation model, factor analyzsis, fuzzy cluster methods, grey system model, make effectiveness evaluation, benefit evaluation, impact assessment about land use planning implementation in the midtown of Suining City. Construction land growth index react strength is better, the rest is worse. After 2000, index react strength draw down all.
