Comparison On Social Security Institutions Of Hong Kong, Macau And Guangdong Province

To build a socialist harmonious society is a new construction task posed by the 4th session of the 16th central committee of CPC. It is aimed to coordinate the relationship of benefits during the development of economy, making the social development adapt with the economic development. The starting point of social security is to satisfy the people's life security and the requirement of development. Under the condition of market economy; it not only secures the justice of the starting point for the competition, but also sustains the justice of development process. Therefore, it is of great significance to build a harmonious society by improving the social security policy and build up a sound social security system. Guangdong Province is in the crucial moment in the economic and social transformation, it is very important to further improve the social security institution.Based on reviewing the selection and development process to the social security system among Hong Kong, Guangdong and Macau, this dissertation sums up their own characteristics. Compare three places' social security system in aspects of contents, value orientation, coverage, management mechanism, running mechanism of financing and the effects of social policy. Find the commonness and deference of the three institutions and the problems existing in Guangdong. At the same time, this article finds out the reason of that difference from the view angel of politics, economics, tradition and culture. Give some suggestions to improve the social security institution in Guangdong.
