As the globalization of economy becomes more and more distinct, regional competition plays a very important role. Meanwhile, innovation is the decisive factor. So this paper attempts to analyze the economic and competitive situation of different regions in China from the angle of innovation.Firstly, this paper introduces main theory, recent studies, related conception on regional competition and regional innovation, especially the Porter's Diamond theory. Secondly, this paper takes the special situation of China into consideration, and put forward a new "diamond model". And then taking the new "diamond model" as the theory frame, we establish index system from the angle of innovation. Thirdly, this paper collects some related data of all regions and analyses this data. At last, we put forward some policy suggestions according to the analyses.Through these studies, we have obtained some conclusions. We plot out the 31 regions into 5 Categories with different levels according to the different situation of regional innovative competition. We can find that the east littoral's regional innovative competition is the strongest. Instead, the midland and the west are weaker correspondingly. We have to start with the factors of new diamond model, and try to find some methods to solve the problem on economic development. Meanwhile, we also have to enhance the cooperation among the enterprise, school, and government of different regions.
