Study On The Long-term Mechanism Of XPCC Workers’ Income Increase

In2004, the Central Government issued “Policies on Boosting Farmers’ Income”, and the Governmentissues “Policies on Promoting Agricultural Science and Technology Innovation, and Boosting AgriculturalProducts Supply and Guarantee Capability” this year. During the fore passed consecutive9years, theCentral Document No.1focused on the “three agriculture issues”, which shows the Governmentemphasizes the importance of agriculture. The Central Government Xinjiang Issues Conference, holdingfrom May17to19,2010, affirmed the guiding ideology, main task, and working requirement of XPCCcurrently and in the coming period. This conference also set a strategic arrangement for XPCC’s leapingdevelopment and lasting political stability. President Hu Jintao pointed out that, XPCC acts an importantrole of building force, mainstay, and impregnable fortress in Xinjiang. The Sanhua, namely townurbanization, newly industrialization, and agricultural modernization, should be an effective measure ofcombining XPCC special system and socialist market economic system. By central budget investment andstate-owned capital budget, the Central Government would support XPCC’s industrial development,increase comprehensive financial subsidy, improve the guarantee of XPCC’s public affairs development,and strengthen cadres and talents team construction of CPCC, boost up XPCC’s self-development ability,sustain XPCC to fulfill its’ most important role of reclaiming lands and defending frontier. Therefore, toincrease XPCC workers’ income becomes XPCC Sanhua’s fundamental guarantee, and also a basicprecondition of XPCC social stability. Discussing XPCC workers’ income increase mechanism, under thegrand background of Xinjiang Issues Conference and19-provinces counterpart aid Xinjiang, will havefar-reaching realistic significance.With systematical theoretical analysis and comparatively analysis, this paper will study the XPCCworkers’ income increase mechanism; find out factors which affect workers’ income increase, dig outworkers’ income increase methods, and come out the final theoretical analysis of income increase. In theend, this paper will find out methods to increase income and set up an adaptable increase mechanism.Researches show that, workers’ income increase is affected by many complex factors. First, mostregiment-level farms and ranches of CPCC locates on the edge of oasis, where have wicked naturecondition, water-shot drought, soil leanness, environment fragility, far from city, traffic inconvenience, andeconomy backward. Second, XPCC’s special management system cannot encourage workers’ positivity.This system blurs the rights of regiment and workers, which makes lots of disharmony during combinationprocess with market. What workers holding is the only ground contract management. On one hand, workersmust hand in rent to regiment, and workers bear dealing risk; on the other hand, the regiment buys workersagricultural products with fixing price, which bereaves workers’ income. Third, the Central Government’financial budget is too small, which makes workers’ have to pay too much tax, and makes XPCC’sinfrastructure developing lag. Fourth, XPCC’s market still stays its initial stages, which appears agriculturalproducts circulation underdevelopment; specialty cooperation is non-systematical, with lower resist-riskability. Fifth, XPCC has a very lower urbanization, and runs short of key enterprise. Sixth, illogical industrystructure cannot adapt market change. Seventh, backward education level makes workers have a very lowcivil diathesis. Eighth, products do not have technological content, they have only lower affix value, whichalso a factor of affecting workers’ income increase. Based on the above analysis of workers’ incomeincrease, this paper set such mechanism of quickening agricultural modernization, improving agriculturalmanagement level, expediting newly industry construction, improving products affix value, speeding townurbanization, and transferring over plus work forces.
