The Exploration Of The Communist Party Of China On "Three Issues Concerning Farmers" After The Founding Of The People's Republic Of China

As a matter of fact,"Three Issues Concerning Farmers", namely the issue of peasants, countryside and agriculture , is the basic problem to restrict China's modernization during the one hundred years of the whole 20th century which is mainly determined by the social character of semi-colonial and semi-fedul society and the national conditions of a big agriculturul country .After the founding of the PRC ,the CPC made an arduous exploration on"Three Issues Concerning Farmers":From 1949 to 1956 ,it is right and necessary for the CPC to lead the land reform and guide the peasants to take the road of Agricultural Cooperative and obtained great achievements ,it was only in the later period that the phenomina of leftism and rash advancement appeared ,and thus produced negative influnce to some degree .From 1956 to 1978 , although the exploration of the CPC undergone a zigzag and repeated change and made some mistakes ,some achievements had been obtained ,in which the total output value of agriculture and the yields of grain and cotton all had varying degrees of growth and a great deal of agricultural infrastructure had also been planned and constructed.From 1978 to 1984 , the CPC made great progress and realized a great leap on solving"three issues concerning farmers"whether for the subjective understanding or for the practice .especially in determining the Rural Family Contract Responsibility System as the principal form ,it was a great success .From 1984 to the present , the CPC are having a comprehensive exploration and has taken a series of measures:1.developing non-agricultural industralization ; 2.promoting positively the construction of ubanization ; 3. increasing peasants'income and alleviating farmers'buerden ; 4.building socialist new countryside.the measures taken above revealed that the CPC endeavour to settle out the"Three Issues Concerning Farmers"from the profound level .Although great achievements have been obtained ,the issue hasn't been resolved thoroughly as yet which is still the major problem in the new century that the 20th century left ,and it is also an outstanding problem to be settled urgently for catching up with the middle-level developed countries . As far as Building a Well-off Society in An All–round Way is concerned ,the emphasis,the difficulty,the key point and the breakthough point are all the problem of"Three Issues Concerning Farmers". So to speak ,the day when"Three Issues Concerning Farmers"is settled out will just be the day when the dream of Chinese modernization comes ture .The exploring course of the CPC after the founding of the PRC brings us profound enlightenment: adhering to the Party's Ideoiogical Line of emancipating the mind and seeking truth from facts is the foundation of tackling"Three Issues Concerning Farmers"correctly; upholding democratic centralis is the guarantee of dealing with"Three Issues Concerning Farmers"correctly; sticking to the Scientific View of Development on the Concept of People Oriented is the key to treat the"Three Issues Concerning Farmers"correctly.
