In the 21st century, the new era of the knowledge economy, human capital is becoming the dominant factor of production gradually; it is the most important wealth of country basis, as well as an important national development source. As long as we have adequate grasp of economic value of the knowledge and skills that workers with high-quality human capital, we will be able to keep in economic development innovation, so as to achieve the rapid,healthy development.Human capital as the same as material capital is formed by the investment, education investment, health care investment and scientific research and development investment is the main way of human capital formation. This paper is listed in the basis of previous theory in human capital, first analyzes the current situation of human capital investment. Next analyzes the feature and type of the human capital distribution in our country, finally, brings forward corresponding Suggestions on advancing the development and utilization of human capital .The full text is divided into six chapters:The first chapter concisely introduces the background of the research and the development of domestic and foreign human capital theory of the status quo and the whole of ideas.Chapter 2 of the study is conducted to define the meaning of human capita,human capital investment and human capital gains in order to lay the scientific foundation for the next study. Meanwhile, the paper also introduces the research method involved in the study, mainly principal component analysis, Cluster analysis and correlation analysis.Chapter 3 of the study analyzes the characteristics of the present human capital in our country. According to the data on hand, this part applies the method of qualities analysis in combination with quantitative analysis to analyze the characteristics of the present human capital investment such as education investment, health care investment and scientific research and development investment.In Chapter 4 of the study, by means of principal component analysis method, according to the indexes representing human capital efficiency, this part studies human capital distribution in the difference area of our country, calculates the human capital efficiency index, in the finally, classifies the human capital distribution according to human capital and efficiency index in different areas.In view of the questions related to the analysis of present situation and distribution of human capital in our country, the Chapter 5 makes some corresponding policies and suggestions for accelerating human capital in our country.Chapter 6 is a concluding remark, this part carries out a summary to the conclusion got by the main body of this paper, then sums up the deficiencies exists in this paper and submits direction that is able to extend and expanded by the further study in the days to come.Based on the above outline of this study, this paper gets the following conclusions:First, human capital investment in our country is a good trend, the investment in education, investment in research and health care have been increasing year by year, and far exceeded the historical level. But there exists distant difference between our country and average world level no matter which aspect to be assessed.Second, in our country, the major investor of human capital is comparatively unitary. State education budget is the main source of education investment, individuals that pay the tuition fees with the proportion has been much improved, but the society educational appropriations which should develop becoming the important source only takes up very low proportion. The government is the main investor of scientific research and development investment, lack of self-invested enterprises to support. Investment in health care, residents'hygiene expenditure of health care costs and medical insurance costs has been accounted for a larger proportion.Third, the human capital investment characteristic varies in the different areas in our country. But generally speaking, economy developed areas of human capital investment is stronger than the economy of less developed regions. According to the human capital efficiency index, economy developed areas of human capital efficiency level is stronger than the economy of less developed regions.Fourth, the spatial distribution of China's regional GDP per capita and human capital efficiency have similarity. In the eastern coastal developed areas, the human capital efficiency levels are higher, in the central and western parts where the economic development level is not high, the human capital efficiency level is lower, the research found the two showed significant positive correlation through calculating the correlation coefficients between them.Fifth, the efficiency of human capital level of characterization can represent by four factors: economic and social performance factor, configuration performance factor, the performance factor of education and health performance factor, 31 areas of our country can be distributed to four different types based on the four factor of human capital efficiency.Sixth, in order to promote the development and utilization of human capital, we must first of all establish human capital investment priorities guiding ideology; second, to implement human capital investment diversification strategy, using the power of the entire society to jointly develop human capital;Again, To promote the existing human capital optimization and improve human capital utilization efficiency; finally, To establish and improve the human capital associated regime for the guarantee of human capital development and utilization of its smooth implementation.
