Throughout the development of modern history,technological progress and scientific innovation are the important factors in national economic competition,talented person is the essence of technological competition,the human capital as a special capital,the goal is to obtain the benefit of human capital investment,the accumulation of human capital is the source of the country’s economic growth.With the increase in awareness, more and more countries attach importance to human capital,investment,at the same time strengthening the investment, we need to analyze the efficiency of human capital investment, in order to optimize the allocation of resources. The study is based on the domestic and foreign research achievements in human capital investment,from the actual situation in Qinghai Tibetan areas,using the qualitative method to analysis the human capital investment situation of Qinghai Tibetan areas.At the same time,using quantitative method,selecting 33 counties(cities, administrative committees)of Qinghai Tibetan areas as decision making units,and then according the definition of human capital investment,selecting education investment, training investment,health investment,migration investment,research and development investment as input indicators,per capita GDP as output indicators,using DEA model to evaluate the human capital investment efficiency of Qinghai Tibetan areas.Finding out in overall Qinghai Tibetan areas,the human capital investment is insufficient,and in different areas,the efficiency variance is obvious,so in the future,the country should increase the investment in human capital,improve overall areas’ efficiency,and reduce the gap in different areas,finally drawing support the human capital to promote the economic development in Qinghai Tibetan Area.
