The Research On Evaluation And Promotion For The Investment Efficiency Of Regional Human Capital

With the advent of the information age, the competition among countries andenterprises has been replaced with the competition for talents. All these result from thecompetition for human capital and the investment of it. The exploration and use of humancapital have become the key point for the development of regions. As the main body in thesociety practice can move, human capital moves economy forward combine with otherphysical capital. The part which human capital has played is more important than theincrease of physical capital. The shortage of investment will directly influence the outputof economy. However, there are some problems during the process of human capitalinvestment in our country like the waste of resources and so forth. Therefore, the study hasan extremely important theoretical and practical significance.Firstly，this paper which based on the theory of human capital and human capitalinvestment, and on the base of reference to the relevant literatures, introduces the input andoutput index systems, and attempts to build the evaluation index system of investmentefficiency of regional human capital. Based on the convenience and the limitation of thestatistics, this paper takes29provinces as examples, calculate and compare thecontribution human capital and material capital make to the increase of regional economyby choosing representative indexes. The result indicates that in eastern region, thecontribution human capital makes is much more than material capital dose. And then wecombine the three-staged DEA to build the evaluation model of regional human capitalinvestment efficiency. Then, this paper evaluates the investment efficiency of theseregions.Secondly, using DEA method to analyze the human capital investment efficiency ofevery province and calculate coefficient of dispersion. The result indicates that the humancapital investment efficiency is gradually decreased from east to west. And the resultillustrates the imbalance of areas in our country. In order to make up the defect of themethod, this paper analyzes it again and classifies the results.Finally, we draw successful lessons from the region in which the investmentefficiency is more adequate. Adjust measures to local conditions, this paper provides all regions with selections and paths for the promotion of investment efficiency.
