the development of civilian-run hi-tech enterprises is not only the trend of world development, but also the way that China must take in order to advance its science and technology as well as develop and restructure its economy. It is important how to build a policy system that meets the needs of civilian-run hi-tech enterprises and suits the national conditions of China. This paper first of all analyzes the definition of civilian-run enterprises and hi-tech on the basis of comparing different definitions, then it puts forward its own definition. Furthermore, based on the development history of China's civilian-run hi-tech enterprises, which is divided into five periods, this paper provides a brief description of the development momentum of foreign civilian-run hi-tech enterprises as well as the status quo of their Chinese counterparts so as to give readers a brief idea about civilian-run hi-tech enterprises.When comparing China's and other countries' policies for the development of civilian-run hi-tech enterprises, this paper tries to make a comprehensive introduction about the policies of some other countries in this respect from different perspectives and angles, such as organization, legal system, policies for scientific input, taxation and financial policies, government procurement policy, intellectual property right strategy, etc. In the meantime, this paper also refers to major current policies of China in this field, and by providing a comparison of the two kinds of policies, it points out some of the shortcomings of China's policies for civilian-run hi-tech enterprises, and gives examples according to different categories.Moreover, this paper also elaborates on the major significance of the development of civilian-run hi-tech enterprises for the economic and social development of China from the perspectives of developing economy, optimizing the economic structure, giving play to the advantages of the socialist system and building a harmonious society of socialism. After comparing major policies in this area of China as well as other countries, the paper suggests a philosophy or guiding principle that China should follow when adopting such policies. In the areas of political and economic policies, science and technology management system, legal environment, administrative reform, human resource policy and the building of a service system, the paper also puts forward policy suggestions accordingly, in the hope of providing some reference for relevant policy-making of China in this field.
