The sixteenth NPC pointed out, according to the requirement of liberating and developing productive forces, we should persist in the basic economic system of keeping public ownership as the mainstay of the economy and allowing diverse forms of ownership to develop side by side. So we must consolidate and develope public ownership;also encourage, support and lead the development of non-public ownership. However, because of the effect of planned economy system , obsolete ideas, as well as unsuitable transformation of governmental function, the further reform in the aspect of financing and investigation has not been actually started. Until now civilian-run enterprises haven't gotten the same treatment as the state-owned enterprises or foreign-funded enterprises. They are encumbered and discriminated from various aspects, such as market assessment, tax burden, rights protection which absolutely prevent the civilian-run enterprises from well-development. Therefore, analyzing the policy elements encumbering its development and providing reasonable suggestions is necessary under present situation.Based on expatiating the necessity of developing civilian-run enterprises, this paper analyzes the policy restrictions of their full-development. Through the study of America, Japan and European Union's policies about civilian-run enterprises , we can find that civilian-run enterprises are paid more attentionn in these countries. As well as we should learn to provide them a legal position and protect their legal rights. Finally, according to analyzing the problems existing in civilian-run enterprises' market assessment, financing , investigation and rights protection, this paper presents some politicy suggestions. Chapter Three and Chapter Four , the main sector of this paper, not only expatiate development of the small and media entrepreneurs (SME) and the concrete steps taken by the governments to support the development of SME in foreign countries, but also provide suggestions in details depending on practical situation of our own country.
