There are 5200 hm~2 cultivated lands, 800hm~2 water area and 3000 hm~2woodlands in Shanghai Farm. And now the green production base of the rice production,the seed production of rice and wheat, the hog production and aquiculture has beenestablished. To promote intensive development of the agriculture based on enterpriseoperation, the farm strongly develops the high efficient agriculture giving priority to thebrand product of the high quality and the non-polluted food, and forms integrated andpowerful industrial chain and industrial group. On the other hand, the farm will facingthe problem of how to improve resource utilization efficiency, develop sanitaryproduction, enhance the market competition capability of agricultural product, improveenvironment and resources. This paper uses the method of systemic engineering toevaluate the developing levels of circular agriculture in Shanghai Farm from 1996 to2005, and to design, analyze and evaluate the key recycling agricultural project of thefarm, and accordingly identifies the positive factors and barriers of the recyclingagricultural development to help the construction of the key project of the recyclingagricultural development and to guide the sustainable development with high objective ofthe farm.According to the connotation of the recycling agriculture and the situation of thefarm, the paper constructed the evaluation system of the recycling agriculturaldevelopment. Twelve indexes concerned the agricultural producing level, the reductionof the resources inputs, the recycling utilization of the resources, the construction ofthe environment and resources were used in the evaluation system. The resultsindicated that the agricultural producing levels were steadily went up and theevaluation index was raised from 0.4494 in 1996 to 0.9022 in 2005 mainly due to thehigh-speed development of the hog production. The indexes of the reduction of theresources inputs reached the peak in 1996 and 1997, and was the dropped the minimum in 1998, then was in the increasing trend. The increase of the commercialorganic fertilizer use and the development of the rice processing helped to upgrade there-utilizing level of resources, but because of the fluctuation of the area of returningstraw to the field with the primary effect, the index of the re-use of the resourcessharply fluctuated and had no obviously increasing trend. The index of the constructionof the environmental resources increased from 5.38% in 1996 to 11.17% in 2005because of the increase of the rate of forest coverage year by year to help thedevelopment of the recycling agriculture. The developing level of the circularagriculture was ceaselessly advanced and the comprehensive indexes were raised from0.46 in 1996 to 0.61 in 2005.According to the developing programming of the farm, the scale of hogproduction will rapidly increase in the few years; the waste treatment and utilizationfrom the pig farm will become a striking issue of the circular agricultural development.So the engineering design and anticipative comprehensive effects of the recyclingagriculture in the pig farm also analyzed.
