With the steady progress of China’s market-oriented economic reforms, especially after the recent accession to the WTO, rural economic organizations based on household contract responsibility system are increasingly difficult to meet the requirements of present China’s social and economic development, contradiction between smallholder production and big market is increasingly prominent. To adhere to market-oriented reform, we must innovate and change the forms of rural economic organizations, promote the development of China’s agricultural modernization. Family farm is characterized by a moderate scale, wich is a recently developed innovative system of modern agricultural production and operation organizations. In order to investigate the effectiveness of this new mode of operation of modern agricultural production, the effectiveness of the development of family farms were studied from a theoretical point of view in this study. Also, the family farm building performance evaluation was conducted from a practical point of view.In theory, this study demonstrates that family farm is an effective form of economic organization in recent China from several angles:(1) to develop agricultural scale management;(2) to ease the contradiction between small-scale farmers and large markets;(3) to promote the transfer of rural surplus labor;(4) to increase farmers’ income;(5) to accelerate the development of modern agriculture;(6) to promote China’s urban-rural integration process.In practice, the model of family farm in Songjiang which has six years of practical experience was respected around China. In this paper, we take the construction of Songjiang’ s family farm as an example, considering the economic and social development indicators, has built a index system to evaluate the performance of family farm. With the method of principal component analysis, this paper evaluated the score of agricultural output, the production of main agricultural, The commercialization rate of main agricultural, agricultural infrastructure construction, the constitute of per capita income of rural households, the constitute of per capita expenditure of rural households and the rural population structure. Based on this, this paper analyzed the economic and social changes in Songjiang after the construction of the family farm. The results show that the model of Songjiang family farm is a perfect form to stabilize grain production, to develop and strengthen the agricultural market players, to promote agricultural operating efficiency, to increase farmers’ income, to promote agricultural modernization and the urbanization of rural areas.Finally, to solve those problems including land transfer difficulties, rural surplus labor transfer difficulties, low quality of farmers, backward agricultural infrastructure, low agricultural science and technology contribution rate and imperfect agricultural social service support systems, this study promoted suggestions like promoting rural economic reform, accelerating the effective transfer of land and rural surplus labor, insisting on a moderate scale of operations, improving agriculture-related support systems and enhance the overall quality of agricultural operators for the government decision maker.
