Researches On Consummating The State-Owned Property Management System In Administrative Institutions

The momentous task of the further reformation in state-owned assets was raised in the report of 16th National Congress of the CPC third Plenary Session of the Central Committee. Our Party Central Committee and the State Council also require the demand of"set up and perfect the oversight system of state-owned financial assets,non-commercial assets and natural resource assets to prevent the loss (devaluation) of state assets". The state-owned assets that administrative institutions occupied are non-commercial property. Though we don't hope to earn profits in running these properties, they are the necessary material base to promote the social development. It has an important meaning of facilitating the state regime construction, restricting the maintenance and development of a stable society and political phases and facilitating the development of the Socialism in all aspects. We have made great progress in the state property management system since the Chinese Economic Reform. But these improvements are mainly about the state-owned corporations and the management system of the commercial asset in these corporations. Reforms on state property management system in administrative institutions are relatively lagged behind. With the state economical development,further progress of the Reform and the establishment of the public finance system, state-owned assets in administrative institutions hold a bigger proportion in the whole property. So, it is becoming an emerging necessity and requirement to strengthen the state property management in administrative institutions. In doing this, we have to study to consummate the state property management system in administrative institutions.We study the problems of state property management system in administrative institutions to regulate and strengthen the work of state property management so as to fulfill the following aims:1. To maintain the safety and intactness of the state property in administrative institutions and to prevent the loss of state-owned assets. 2. To achieve the proper arrangement of the state property in administrative institutions and improve the efficiency usage of the state property. 3. To save the cost of state property in administrative institutions and guarantee the fluent and efficient operation of the administrative institutions.Detailed study of how to consummate the state property management system in administrative institutions under the new trends was given in this article both in theory and practice. The first part of the article discussed the background, the meaning and the main ways of this study. The second part talked about the concept and the characteristic of the state property in administrative institutions and also the task and the current situation of the management. The third part focused on analyzing the problems of the current state-owned assets management system in administrative institutions and the causations of the problems. The forth part introduce the ready management system in developed countries in a practical way and the good experience obtained by domestic institutions during their exploring of reforming, which can be used as the guide line. Aimed at solving these problems, the fifth part of the article gave idiographic countermeasures and suggestions on consummating the management system of the state property in administrative institutions on the level of system and operations taking the advanced experience both in and out of our country for reference.
