Government procurement as a basic approach of general government expenditure is commonly accepted by most market economy states.Dating back to 1995, our government adopted the pilot government procurement and in the tear of 1998, the government procurement system was formally put into practice, especially, after the law of government procurement was enacted, the government procurement has worked in an effective way.Nevertheless, several problems exposed during running which reflects the immature of the system. The problem will bring bad influences both on efficacy and improvement of the system.The essay introduces the situation of foreign country's government procurement and construction of supervision system. This paper takes supervision as the object and cut in form the angle of government procurement and its supervision system. Based on theses information, essay sets forth four features of a mature supervision system, that are: canonical system, legal procedures, supervision from beginning to end, and responsibility investigation.The paper analyses the five existed problems of the supervision on government procurement:1. Bugs of supervision system: relevant legislations too scattered, no distinguishing of monitoring and granting, range of supervision too small, etc.2. Lack of monitoring for procurement process: lack of supervision for procurement approaches, lack of monitoring for the bidding documents, lack of monitoring for procurement contract, lack of supervision for separate procurement.3. Fund using not strict enough: as procurement budget system has not been completed yet, so it is lack of supervision for the contract implement and the fund using.4. No uniform supervision: less cooperation between relevant departments leading to the weakness of supervision.5. Not enough efforts were made to investigate and prosecute for errors and illegal actions: no enough awareness of investigating and prosecute, no enough ways to punish, less cooperation from departments to investigate and punish.Based on demonstrations above, the paper sets fourth the principle and fundamental goals of constructing our government procurement, as well as the basic ways to compete or improve supervision system of government procurement .
