Research On Perfecting Government Procurement Supervision System

This paper studies the government procurement supervisory mechanism is in Huzhou, Zhejiang Province to carry out government procurement activities has taken a more local flavor of the operating mechanism. This oversight mechanism for the formation and practice, is in the process of developing a socialist market economy, the institutional framework for the establishment of public finance, expenditure management to strengthen the Government needs to implement the government procurement system against the background of which only followed the of the relevant legal requirements, but also added to the design of the Huzhou Municipal Government, which has some local flavor. The supervision mechanism, that can further regulate the operation of government procurement mechanism and the reference sample can also be reflected through the perspective of government procurement reform orientation of our government and public management for the important role of economic and social development.First, the article based on the results of previous studies, focused on the concept of government procurement and development of monitoring mechanisms the main stage, the proposed government procurement oversight mechanisms need urgent renovation. Then, on the procurement activities of the Huzhou Municipal Government of Zhejiang Province in the development status and effectiveness of monitoring mechanisms for the systematic and summarized, followed by the analysis of procurement mechanism in the operation of the main problems, and finally solve these problems, from the perspective of development and improvement to give personal countermeasures. In this paper, to case analysis, positive law, interpretation of the law, comparative law approach, focusing on government procurement and public management theory, explore for Government Procurement in China in Huzhou and the supervision mechanism.This article puts forward the Government’s own government procurement and human oversight mechanisms influencing factors such as government procurement oversight mechanisms solve the problems encountered in providing reference and problem-solving ideas, help promote the healthy development of government procurement to promote government reform and improve government competition force and promote government procurement norms and behavior realization of the goal of government procurement has important theoretical and practical significance.
