The agricultural technology policy is very important in agricultural development.Through changing the disposition of agricultural production factors,it affects the direction, the speed and the efficiency of agricultural development.To promote the development of the agricultural economy,Mao Zedong ,who paid a special attention to agricultural economy in the late 1950s, brought forward a famous agricultural technology policy——Eight-Point Charter for Agriculture. At that time, this policy was received high attention from the central authorities to the local governments. And it was generally performed nationwide. But for a variety of reasons, the policy did not obtain the anticipated economic effect. This thesis which takes Guangxi Huan Jiang county as a typical region during the"Great Leap Forward",through the comparative description and thorough analysis to the deviation in the implementation of the policy.
