Because farmers are not very active in insuring, its important to attract them by raising the ability of keeping and increasing the value of the insurance.The final aim of the reform: to establish various patterns, strategies of this insurance, to emphasize the importance of commercial insurance, to enhance the training of law educating and the management of social security.
