Urban agglomeration is an extremely important type of modern economic region. In developed countries, economic development is mainly from the country's urban agglomerations. However, there are numerous factors that hinder the formation and development of China's urban agglomeration process as well as the economic efficiency exit. Moreover, China's urban agglomerations is still in the stage of integration, are not mature enough, so the economic contribution rate is still relatively low at present. It still need a long way to catch up with the developed countries, under such condition, much efforts should be devoted to the research on China's urban agglomeration. Based on such research, the city's economic efficiency can be promoted, thus promoting China's economic growth and China's urbanization process, ultimately China's urban and rural issues will be resolved.Japan and the United States are two typical countries with mature urban agglomeration in the world. In this paper, we summarized and compared the development characters of the urban agglomeration in these two countries. It was found that the development experiences have great impacts on the development of China's urban agglomeration. Meanwhile, we should also learn from the two countries about their improving the location conditions, infrastructure construction, industrial clustering and proliferating pattern, space evolution as well as government control mechanisms.In addition, in this thesis, we carried out a series of comparative analysis on the development characters of three typical urban agglomerations in central Bohai Bay, the Yangtze River Delta and Pearl River Delta. We hope to find the problems exiting in the development of Chinese urban agglomeration. Some representative bottleneck restrictions were found very popular nowadays: for example, the core group sources seriously lack, barriers for the population and elements flowing between the urban and rural as well as local protectionism still exist, market segmentation is a tough problem, urban development group has unbalanced the development between east and west China, and the extent of imbalance is still increasing; urban agglomeration traffic system is not yet perfect, urban agglomeration lays more emphasis on economic growth than the economic sustainable development. From the above mentioned, we think the development of China's urban agglomerations should improve the market economic system, space planning, integration of vector elements, coordination of regional governance. In a word, we should make fresh progress to learn valuable experiences from Japan and the United States about their development of the urban agglomeration.
