| The study on the correlative between economic development and industrial structure from Clark P, an American economist, shows that the evolution of industrial structure corresponds with the economic development. Different economic growth speed and developmental stages need the special industrial structure which adapts to it. The industrial structure and economic structure can be regarded the essentials of economic development. National and regional industrial structure should adapt to the current economic growth speed and developmental level. Only in this situation can they promote the mutual development and the regional economy can develop rapidly. At present the development of regional economy has been a common issue that all the countries, especially developing countries upgrading industrialization have to face. If the regional economy wants to keep its increase continuous, rapid and steady, the optimization of industrial structure will act as an important support. Therefore the optimization of regional industrial structure should be the focus for the study on industrial economics and regional economics. However the optimization of regional industrial structure is not so perfect that its further study in width and depth is eagerly expected. Thus this article takes regional industry structure optimization as research subject, limit the connotation and extension for the theory of regional industry structure optimization through the theory exploration of industry and industry structure, affected factors of regional industry structure optimization, and common principles, on this basis put forward detail plans and implementary strategies of regional industrial optimization in Northeast Old Industrial Base so that the practical significance that theory instructs practice comes true.This article includes three parts.
