Improving and expanding the intra-county economies is the fundamental guideline of making the people and country affluent and as well the policy of governing and stabilizing the country. The Sixteenth National Congress of the Communist Party of China puts forward the grand object to building a moderately prosperous society in all respects in the first twenty years of this century. It is an inspiring object, while also needs great efforts to be realized. At present, the average level of the intra-county is fairly low and its development is comparatively laggard, which will greatly affects the process of building a moderately prosperous society in all respects.Hence,the experts, scholars and all-leveled government pay most attention to how to improve the intra-county economies and how to accelerate the improvement. Studying on the development will be helpful to take correct cognizance of the current achievements and existing problems in ICE, to make a further exploration of the rules of ICE, and to offer the references on how to accelerating the ICE development.ICE belongs to the category of Area Economies.
