| China has entered a new developed stage with the 21th century coming. After bringing forward and actualizing the goal of building the country based on innovation, governments put forward a higher request to science and technology work. Therefore, in order to provide scientific and technological Support for National Economic and Social Development, government sets up National Key Technology Support Program based on the Key Technology R&D Programme. Recently, the issued policies, "Temporary Management Measure of National Key Technology Support Program" and "Detailed Rules for the Implementation of Important Technical Standard Research and Application Supported by National Key Technology Support Program ", prescribe that technical standard is one of important objects in National Key Technology Support Program and the government must make the technical standard strategy run through the science and technology project process.Therefore, the situation needs to research technical standard work in National Key Technology Support Program quickly. According National KeyTechnology Support Program-R&D Projects of Substitution Technologiesof Nontoxic and Innoxious Materials("R&D Projects of 'Substitution Technologies' " for short in the followed article), my research builds the management mode and work flow of technical standardization in "R&D Projects of Substitution Technologies".According to the technical standardization policies and aiming at the particularities of technical standardization in R&D Projects of "Substitution Technologies", the thesis uses Theory of Standard System composed of System Effect Principle, Structure Optimization Principle and Feedback Control Principle to study the keys of technical standardization, which are technical standardization must cooperates with R&D, Detection and Authentication , intellectual property rights. And the thesis builds the management mode of technical standardization in R&D Projects of "Substitution Technologies" which is supported by patent packs, runs with R&D synchronously, achieves international level and spreads in industrial scale. Meanwhile, the thesis design the work flow of technical standardization. Finally, the author builds matrix organization to make technical standardization run smoothly.The thesis is worth to reading and studying by the principals and related people in technical standardization management. |
