The Study On Evaluation Index System Of "R&D Projects Of Substitution Technologies Of Nontoxic And Innoxious Materials" Establishment

In order to responding to European Union "Double Green" instructions and the international "green" ban in succession, during "Eleventh-five Development", the ministry of Science and Technology started "R&D Projects of Substitution Technologies of Nontoxic and Innoxious Materials" (Abbr: "Substitution project"). That hope "Substitution projects" can make time point of responding to the technology trade barrier (TBT) advance, and reduce the negative impact of China's mechanical and electrical industries. To execute the "Alternative projects" which is a long-term Rolling project with opening and eliminating operating mechanism, significantly improves our country international competitiveness, varies passive response to anti-built TBT. And then it made contribution to realize the sustainable development of our Economic and social."Substitution project" is the carrier of responding to TBT, the evaluation issues of which is highly emphasized by the ministry of Science and Technology. Effectively executing "Substitution project", can promote optimal allocation of correlated resource, advance the quality of choosing projects in that field, and satisfy the demand of responding to TBT. And the evaluation index of projects establishment as the basis of choosing "Substitution project" assessment is Goal-oriented concentrated expression, and also makes contribution to the choice of the "Substitution project", establishment and improvement of the mechanism responding to TBT, realization of National science and technology strategy.From the perspective of designing evaluation index about "Substitution projects" establishment this thesis study on related literatures. According to the background, characteristic, tasks and goals of "Substitution project", this thesis systematically explored the factors of influencing evaluation index system of projects establishment. And then by using AHP and Vague Comprehensive Judging Method the index aggregate are filtered and classified. So as to the evaluation index system of "Substitution project" establishment is scientifically designed.In this thesis the Index system of "Substitution projects" establishment will be applied in the process of trundle choosing "Substitution projects". In this thesis, the study ideas, study methods and the designing index have a certain referential significance or value for the evaluation index of similar projects establishment.
