The Projects of Substitution Technologies of Nontoxic and Innoxious Materials belong to the National Key Technology R&D Program for the 11th five-year plan. The direct inducement of the Projects is the issue of EU's WEEE & RoHS directives. Electronics industry is affected and turned to technology innovation for help. From the beginning of the "Substitution Projects", it is contributing to joint the industries, universities and research Institutes in order to centralize the existing domestic resources for R&D. The projects focus on the technologies' industrialization and commercialization ability in a large industry scale which leads to the improvement in the exporting goods' competition ability to break through the TBTs in the international market."Substitution Projects" with "urgent, elimination, sustainable, Rolling" Characteristics is a new kind of National Key Technology R&D Program project. Because of the far Spatial Distance, deep subject span and dynamic changing of TBT and international market environment, the original management mechanism, market hypothesis, organization mode of the Key Technologies R&D Programme aren't suit for "Substitution project".Through comprehensively reviewing interface management theory, this dissertation analyses the whole process of green key technologies: from technology selection to R&D, from R&D to production manufacturing, and from production manufacturing to application, and then summarizes the interface obstacles which need to be integrated during the implementation process of substitution projects. In addition, this dissertation, from the external and internal aspects of projects, chooses two kinds of typical interface obstacles which is most influential for the innovation performance of substitution projects as research objects, namely interface problems of project -countries implementing TBTs and interface problems of R&D-application, then summarizes their manifestation, analyses their causes, and finally puts forward innovative integrated mechanism for interface obstacles of Substitution ProjectsIn addition to deepening organization integration theory in cooperative technology innovation, the achievement of this dissertation has important practical significance for protecting the successful implementation of substitution project, improving innovation performance of substitution projects, driving the whole industry's green upgrade, and breaking through domestic technical obstacles to trade.
