Basic farmland is the important basis of food production, and the protection of basicfarmland is very important in the process of farmland conservation. The protection of basicfarmland has very important meanings to ensure the food security, Safeguard the SocialStabilization, and to bring about a coordinated and sustainable development in economyand society. The situation of the basic farmland protection in China is not optimistic, forexample: the Protecting Power of quantity is inadequate; the ignorer of quality Protectionis serious; the space arrangement is far from reasonable and so on. The planning of basicfarmland protection is the important basis and dependence of basic farmland protection, soresearch on scientific methods of the basic farmland protection planning is of significanceto the practice of basic farmland protection.Applying agricultural land classification and gradation results as quality standard,geographic information system as fundamental technology and a case in Lulong County,Hebei Province, this paper studies the planning of basic farmland protection. It providesquality standard for selecting farmland into the basic farmland, and also providestechnology and experience for the application of agricultural land classification andgradation results and basic farmland protection area planning.First, the thesis introduces the studied station and important significance of researchesin the basic farmland protection at home and abroad, and then puts forward the guidingideology and principles that should be followed in the planning of basic farmlandprotection area. Finally, based on MAPGIS6.6 and agricultural land classification andgradation results, in the terms of quantity and spatial distribution, this thesis analyses thestatus and potential of farmland utilization in Lulong County, generalizes main problemsexisting in the utilization of farmland. Using agricultural land gradation and grainproduction capacity as grafting dots, and using the index of land use and standard food asgrafting channel, the paper aims at calculating scientifically the grain supply ability ofLulong County. According to the prediction of the population, the food demand of LulongCounty in 2020 was forecasted, and then the demand and supply capacity of food ofLulong County is analyzed. Based on agricultural land classification and gradation results,this paper considers comprehensively the factors that affect selecting farmland into thebasic farmland, including natural, economy and environment aspects, determines andquantizes the valuation index, then determines valuation weight by the combination of subjective and objective methods. Finally, using the weighted sum method, the paperworks out the score of priority setting that for selecting farmland into the basic farmland.Combining with units that parted in the process of agricultural land classification andgradation, on the basis of ensuring the food safety of Lulong County in 2020, non-basicfarmland (general farmland) is determined firstly by the method of eliminating the finality.The other is belonged to basic farmland, based on the utilization grade map, usingMAPGIS6.6 to Spatial Analysis, and then the quantity and Spatial Distribution isdetermined.
