Methods And Application Of Basic Farmland Planning In The Overall Land Use Planning

China is in a historical period when China has rapid economic development and the lack of per capita resources. The contradiction among resources, ecological environment and economic and social sustainable development is increasingly prominent. Basic farmland is a part of arable land. Basic farmland is mainly arable land that is high yield and quality or that the law stipulate it must be included in basic farmland protection zones. Basic farmland involves national food security, people's lives and vital interests of farmers.Especially in the situation of the current increasingly Chinese population, the part of the arable land inevitably spended by economic development, the pessimistic of foodstuffs production, the protection of arable land, especially the protection of basic farmland is "an insurmountable red line." In this context, this article combines the existing research results and work experience to study the delineation methods of basic farmland. By scientific definition of the concept of basic farmland, connotation and the delineation of procedures, the article propounds the methods that using the results of agricultural land classification and grading designates basic farmland protection areas and practice classification protective measures for designated basic farmland protection areas.The article provides a scientific basis for the balance between our people and land, food security, increasing peasant income and agricultural land development and utilization.The Results include:in the land use planning, the delineation of basic farmland is not such a simple process that superior give lessness a basic farmland protection indicators and the lessness make up the numbers to complete. It is necessary to consider conditions of arable land, needs of economic development, human factors and so on, and based on the results of agricultural land classification and grading. The sort is divided into seven grades. On the basis of the level of cultivated land, the first and second grades land are classified as high-yield field, and the three, four grades land are assigned to the middle field, and the five, six, seven grades land are classified as low-yielding fields.Finally, according to the order of the high-level to low level to selecte them into basic farmland in order to make scientific decisions. According to the quality level, the basic farmland protection areas are classified to special protection level basic farmland, strict protection level basic farmland and general protection level basic farmland, and practice classification management measures to the different levels of basic farmland protection. To validate the proposed research results, we chose Taoyuan County, Changde City, Hunan Province to make case analysis, and conclusion is that the protection area of basic farmland in Taoyuan County is 82200 hm2,among this,39600 hm2 is a special protection level,23800 hm2 is a strict protection level,15900 hm2 is a general protection level. This method not only makes the process of arable land selected into basic farmland scientific and rational, but more important thing is the protection of basic farmland will be further strengthened.
