Study On The Method Of Basic Farmland Protection Spatial Planning In Basis Of Agricultural Land Classification

Cultivated land protection is related to food security, economic development and social stability of China. CPC Central Committee and State Council have attached great importance to cultivated land protection, which is the most important of land management departments' day-to-day works. With the rapid economic and social development, non-agricultural construction using too much land, cultivated land protection in China is getting more serious and has been a serious threat to the country's food security, economic development and social stability. How to coordinate economic development and cultivated land protection, more useful work and effective measures is tried and explored in China. Basic farmland protection planning is one of the specific embodiments, which has played a positive role on cultivated land protection in China.In the last round of basic farmland protection planning, as the influence of subjective arbitrariness and technical means, as well as the restrictions of a relatively old planning subject, the existing basic farmland protection method of spatial planning doesn't conform to the progressive trend, which need a more complete and applicable basic farmland protection spatial planning system with advanced technical means and planning concept, in order to provide a technical basis for a new round of land-use master plan revision and provide a theoretical reference for China's cultivated land protection, especially basic farmland protection, food security, economic development and social stability.Based on a comprehensive, systematic protection of basic farmland carding relevant spatial planning concepts and theories referring to the relevant experts and scholars of the new basic farmland protection concept of spatial planning and a careful analysis of basic farmland protection factor in the impact of spatial planning, this paper analyzes the feasibility and the strengths and weaknesses of basic farmland protection spatial planning in basis of agricultural land classification, propose the improving method of basic farmland protection spatial planning in basis of agricultural land classification with introduction the lace of arable land' concept and method, establish a more complete and applicable system approach of the basic farmland protection spatial planning, and take Shaanxi Province Zhashui county as an example. The results show that using the method to braid the basic farmland protection spatial planning is scientific, reasonable and practicable.
