Study On The Defining Goal Grade For Preliminary Design In Land Exploitation And Adjustment

The Cultivated Land Occupy-Fill Balance System, which was based on our special national condition, was one of basic system in china. Since this system was brought into effect, we had achieved great success, but also made some problems; Realizing Cultivated Land Occupy-Fill Balance had been more and more difficult. The Main Approach to realize this legal goal was the land consolidation and development. At present, we taken much attention on quantitative balance to the complementary cultivated Land, but had faultiness in qualitative balance. Defining goal grade for preliminary design in land exploitation and arrangement to reach the qualitative requirement what would provide scientific basis for land development and consolidation item.This paper was under guidance of theory of Sustainable Development, System Theory, Regional Distribution System, and taken the Conception of economical and reasonable and technical feasibility as the principle. Through analyzing the relation between the Farmland Grading and defining goal grade for preliminary design in land exploitation and arrangement, applied the method and result of the farmland grading to define the goal grade in land exploitation and arrangement, by the method of cluster analysis, classified the influence factor of goal grade in land exploitation and arrangement; taking the associated types of the factors as the bridge, qualitatively and quantitatively analyzed the associated types of the factors, which could be achieved by arable land reserve resources; thus obtained the goal grade which can achieve in the utilization and development.Also took the Yanshan mountainous region in both sides of great wall of Hebei Province as the example. According to the different between the arableland reserve resources environmental factors and natural character, the goal grade of arableland reserve resources had five kinds of type, namely grade 9,grade 10,grade11,grade12,grade13, the corresponding standard grain was respectively 463.3 kg/mu,498.9 kg/mu,535.2 kg/mu,597.6 kg/mu,636.5 kg/mu, where, the weed corresponding goal grade was grade 9,grade 10,grade11,grade12,grade13,the Shoaly Land corresponding goal grade was grade9,grade 10,grade11,grade12,grade13.The defining goal grade for preliminary design in land exploitation and arrangement can take as a basic of determining the engineering design goal in preliminary design, guide land exploitation and arrangement construction; protect the quality and the Safety of the land, especially the farmland, in the land exploitation and arrangement...
