China National Postal & Telecommunications Appliances Corp. (PTAC), is under direct control of National Assets Administration Committee and engages in telecommunication equipments distribution business especially cell phone distribution business. So far PTAC is the number one cell phone distributor in China. Recently, PTAC formed its new strategic goal: to become an international competitive powerhouse on the distribution business on telecommunication and electronic equipments and services industry, to be an integrated provider offering value-added services on mobile telecommunication business and mobile-terminal distribution business.The business strategy to achieve PTAC's goal is to further strengthen its distribution business by increasing its market share and making it more powerful. At the same time develop cell phone retail and supply chain business, and distribution business on other 3C products. To effectively develop and utilize information technology - informationization within PTAC is a crucial part of PTAC's strategy to promote its core competitiveness in the future.The research subject in this thesis is PTAC's cell phone distribution business. The focus will be on analysis on current business model, organizational structure and business process. And the gap between the current state to what they should be to accomplish PTAC's goal on those three aspects. A comprehensive informationization throughout the firm will facilitate organizational restructure, retune business process and improve operation quality.The thesis includes the following four parts.In the first part, a brief introduction is given on PTAC's target. A detailed analysis is followed on internal and external challenges on cell phone distribution business at present. Finally we propose to develop a comprehensive information system as an effective means to boost PTAC's competitive power and achieve its target.In order to comprehensively explain the effectiveness of informationization, three perspectives are elaborated to the role of informationization:1. A summary is given on the common course the domestic and foreign enterprises' informationization development experienced from past to present.2. A detailed analysis is conducted on two good examples of two enterprises, which also engage in cell phone distribution business and have done a better job on developing their information systems.3. The above-mentioned leads to the conclusion that informationization is an essential and crucial part to the survival of distributors.The current organizational structure, business process and an assessment on to what extent presently PTAC utilized information technology are illustrated in the second part. There are two suggestions followed:a. A single distribution cell phone business department should be set up to be accounted for overall business operation and administration;b. From the business process perspective, enhancements should be made on channel management, market analysis, and better planning and inventory management. Supply chain management should also be refined.In the third part, based on the assumption that the suggestions mentioned in the second part were to implement, we would like to describe the new organizational structure and new business process that should be adopted and to match those changes, what improvements required to information technology and information system should be put into place for PTAC. In the final part, a common model is outlined on the informationization in modern enterprises. The information technology and information system that should be adopted as illustrated in the previous part should accommodate the organizational restructuring and new business process. A framework is depicted on informationization on the cell phone distribution business for PTAC. The detailed explanations are focused on ERP, CRM and DSS. Finally, a step-by-step action plan is provided.
