Since the 18th National Congress, China, the world's largest manufacturing center, has been slowly losing its competitive advantage as the so-called factory of the world with the demographic dividend disappearing gradually under the background of the global economic slowdown. China's economy has already reached the"Lewisian turning-point" In view of the fact that the Chinese economy is currently facing a series of problems, the Chinese government has been implementing the supply-side reform judicial system reform, anti-corruption, administrative simplification,tax structure optimization and so on, aiming to avoid the middle-income trap. Meanwhile, China adheres to reform and opening-up with the purpose that China's economy can maintain a stable and healthy development.China's current reform has entered the deep water area. The early relatively easy reforms have been almost accomplished and the remaining part of the reform is the most difficult to be enacted. How to break the system barriers, simplify tedious work processes, eliminate the gray areas of the abuse of power by the government agencies and so on. It's urgently needed to study and solve these problems which are also major subjects to discuss for the government and state-owned enterprises. As a large state-owned commercial bank, Bank A has completed shareholding reform and gone public a few years ago, but its headquarter, Logistics Sector in particular, retained the old working style of executive branch. Logistics sector of the state-owned bank A has intact organizational structure with independent procurement, finance, personnel, services and other functions. Thus we could view it as a small enterprise providing services. How to abolish disadvantages, improve efficiency and increase vitality becomes a problem urgently to be solved.Firstly, this paper analyzes the strategic guiding significance of BPM and Michael Porter's Value Chain Theory. Secondly, the paper conducts scientific analysis on the main problems in the implementation process of information system construction with the above theory as the guiding ideology. Finally, the paper evaluates the results of system implementation and summarizes the related content in the system construction. It is hoped that the research conclusion could offer some help to the logistics sector of the state-owned enterprises, state-owned enterprises providing services, government departments which are promoting transformation and upgrading.
