The paper takes the telecommunication operation business process as start point from the view of telecommunication business enterprise internal management. A research is emphasized to use the method of the business process reengineering.The S company existing operation business process will be redesigned.Enhancing the performance of business process will improve the telecommunication service quality for customer.The telecommunication service quality relates to the existence and development of the telecommunication business enterprise customer market directly. Those service quality problems that S company customer reflected focus on mainly the fundamental element of response and dependability.The basic reason which produced these problems is the existing slow business process. It has lowness efficiency and higher mistake rate. Customer's request can't be satisfied and the improvement of the telecommunication service quality is restricted.We need analyse process to find out the problem in the S company operater business process.The business process is described via the process chart method.The action and time of process steps will be researched via the observation research method.We will analyze the value part and valueless part in the business process, computing the value efficiency.The process performance guide line analysis method can help to analyze the operation business process. That got the equally turn time, turn rate, stock, productivity and the productivity utilization of process...etc. Existing business process performance is quantized to analyze.After knowing these problems of business process, we will reengineer operation business process via systematism rebuild mode. The key route method and information-based reformation method will be applyed. We will make out the key point and key business processes, analyze key factors force to make sure the key route via process priority matrix method. Considering the whole operation business process, we need design information system accord with S company's business process.There be a software client on every node of process, which can get quickly data. All business information will save in center database. These methods will improve process effectively and credibility.When estimating the operation business process and telecommunication service quality, we will compute value efficiency and process performance target. Compared all kinds of guide line, we can see the whole process performance advanced with different degree. Better telecommunication service quality, shorter time, more bilievable information transfer will be realize. There is a very important function for the improvement of telecommunication service quality. The paper estimates the improvement of telecommunication service quality from response and dependability. Finally, we will expectate the effect of telecommunication service quality after business process reengineering.
