In 1990, American scholar GaryHamel and Praharad put forwarded "OUTSOURCING" for the first time in "CORE COMPETITIVENESS OF ENTERPRISE". "OUTSOURCING" once was regarded as one of the most important management concepts in the passed one century by "HARVARD BUSINESS REVIEW", and it was firstly adopted as a strategical method by Ross Perot, the founder of world greatest IT outsourcing company EDS, who brought this company to quick grow-up by outsourcing other companies' information system at the era from 1970s' second half to beginning of 1980s. At present, OUTSOURCING has been a trend, indicating the enterprises development in the future. In China, OUTSOURCING has not been a fresh thing anymore, but due to later starting, the outsourcing management mode needs further perfecting. Therefore, the researching to outsourcing is becoming more and more important.To communications equipment manufacturing enterprises, communications engineering project outsourcing also has important strategical influence on their operation and development. Outsourcing benefits enterprises with necessary flexibility to challenging changeful global economy, meanwhile, it saves enterprises' energies to focus on their core competitiveness to win the marketing.Communications engineering project outsourcing is a very complex business process with multiple risks, including risks of losing control of timely service offering and guaranteed service quality, risks of losing flexibility, risks of selecting contractor, risks of cost-controlling, risks of technologies development, and so on. Among these risks, the biggest one is selecting contractor. Due to the differences between enterprise and contractor on clime, culture, laws, moral values, management methods, etc, all kinds of risks may occur along the whole life of outsourcing process, for examples, opportunistic behaviors from contractor, culture conflict and so on, which may lead to outsourcing cost and service quality fall behind the targets, enterprise secrets leak out, and other bad results. Therefore, a systemic and exercisable theories and methods on contractor evaluation and selections are theoretically significant. By literature-reading, case-researching and spot-investigating, the writer finds that, there are two shortages existing in the researching scale of communications engineering project outsourcing: one is that, lots of these researches just stay on the procedures of selecting contractors, and ignore the outsourcing risks researching, specially the risks of selecting contractors; the second one is that, there are too many subjective viewpoints in the selecting process, some times the decision is made only on the base of enterprise impress, or even personal thoughts. At present, the contractor-selecting criterion mainly concentrates on contractor's certification and price. The comprehensive evaluation system is not available, so it's impossible to objectively and scientifically judge a contractor.In view of the above two shortages, the writer sets about the characteristics of communications engineering project, to deeply analyzes enterprises' motivation and risks in selecting outsourcing contractors, and offers some measures to prevent risks. On this base and in accordance with the comprehensive, scientific, practicable and flexible designing principles, the writer builds up an evaluation index system consisting of 3 layers: target layer, standard layer and factor layer. It evaluates contractors based on their engineering quality, technology, staffs, as well as the enterprise characters and attitude to the project, covering not only the contractor itself certification and characteristics, but also the enterprise's attitude and attention. It's more reasonable and comprehensive than ever before. The writer also introduces in details the Analytical Hierarchy Process (AHP), and explains its practice in an communication manufactory. On the basis of comparing methods and problems, the writer provides the improving suggestions.The contractor comprehensive evaluation index system, evaluation methods and detailed selection procedures submitted by this article, form a rather systemic and exercisable theory and method. It will provide decisive elements for enterprises not only when selecting contractor, but also when evaluating contractor after outsourcing. The researching conclusions in this article may offer reference to academic study on communication engineering project outsourcing, as well as to practical operation.
